Título de capítulo moderno

Question

Eu gostaria de replicar o design do cabeçalho deste capítulo que você vê na imagem abaixo. Acho que titleec é o caminho a percorrer, mas tenho problemas para alinhar o nome do capítulo e o número do capítulo. Além disso, como você lida com títulos de capítulos muito longos, de modo que eles não colidam com o número?
