Encabezado de capítulo moderno

Me gustaría reproducir este diseño de encabezado de capítulo que se ve en la imagen de abajo. Supongo que titleec es el camino a seguir, pero tengo problemas para alinear el nombre del capítulo y el número de capítulo. Además, ¿cómo maneja los títulos de capítulos muy largos para que no choquen con el número?
