Titre de chapitre moderne

Je voudrais reproduire cette conception d'en-tête de chapitre que vous voyez dans l'image ci-dessous. Je suppose que titleec est la voie à suivre, mais j'ai du mal à aligner le nom du chapitre et le numéro du chapitre. De plus, comment gérez-vous les titres de chapitres très longs, afin qu'ils n'entrent pas en conflit avec le nombre?
