I'm not a lawyer, but I did look into adopting an 18 year old at one point. It may be different in other states, but in Florida you would just have to file a petition to adopt and the adult you're adopting would have to file agreeing to be adopted. Then you have to have the person’s parents served with notice of the court date, which is more of a heads up than anything as the “child" being an adult doesnt really need the parents’ permission. If the judge approves, the “child" is no longer legally considered to be the child of the parents.
