Some small towns rely solely on volunteer fire and police departments. While this sounds like a good idea, it can easily backfire when the town is faced with change. In February 2009, the entire volunteer police force in Ringling, Okla., abruptly quit. The town lost nine police officers, the newly hired police chief, the vice mayor, the mayor and the town attorney over a dispute with the city council [source: Goldman].
